The Flinders masterplan is underpinned by a series of key design elements including a mixed use town centre; a network of interconnected thoroughfares and linear open space; local village centres shared between local neighbourhoods and a variety of urban settings seamlessly integrated into the natural environment. Throughout the site, views extend to the surrounding Flinders Peak and Mount Elliott, which enable constant points of reference. Hill tops, ridgelines, undulating pastures, creeks and waterways define the natural character of the property.

It is envisaged that Flinders will ultimately incorporate:
  • A variety of housing types from studio units to large estate homes, to accommodate 40,000 people
  • Flinders Town Centre (District Centre)
  • An enterprise area for knowledge based industry and services focusing on health, education, tourism and agriculture
  • Neighbourhood activity centres
  • 2000ha of natural areas
  • Education - schools, private institutions and a university
  • Agritourism facilities and visitor accommodation
  • A vineyard and cultural hub for conferences, markets and festivals
  • Hilltop eco resorts
  • An artisan's village
  • Adventure sports and water-based facilities
  • A memorial park
  • A wildlife sanctuary
  • A casino & resort with golf courses
  • A conservation and biodiversity centre
  • Walking and riding trails
